Theodore Roosevelt and the Railroads

Congress created the Interstate Commerce Commission to regulate the interstate commerce. However, it did not grant it a lot of power to set rules and punish people who did not follow that rule. Then, the Elkins Anti- Rebate Act did not allow the railroad carriers to give the larger and more powerful clients rebate on their shipment. However, this act allowed railroads to set the price and rates according to the market conditions and increased the powers of the Interstate Commerce Commission. In the political cartoon, there is a train that is blocking a man who is Roosevelt and is carrying a roll of paper that says "Bill to Regulate Railroad Rates." This train is in front of a building that is where the congress is. On the train, there is writing that says "monopoly" and "Opposition to R.R Rates Legislation." This is showing that the railroad companies were trying to block Roosevelt's way into giving the congress a bill to regulate the railroad rates and wanting to keep all the power and having a monopoly in the railroads.
