After World War 1, Americans feared foreigners and did not want America to become communist like many countries in the world at this time. This was called the Red Scare and many people like Palmer wanted to get rid of foreigners that could bring about communism.
There are three men who look like the police that are capturing, beating, and investigating the foreigners. The man with a beating stick is putting fear on these foreigners and is threatening them. There is another man who has a net full of people and he is capturing people who look suspicious and/or anyone who is foreign and non- native. Then there is one more man who is holding a magnifying glass and "investigating" or watching all the foreigners to see if they are being suspicious. Next to the man with the magnifying glass, there is a foreign man who is holding an American Flag, which tells us that the immigrants were being forced to leave his culture and get accustomed to the American culture. There is an old woman to the left of the cartoon and she looks like she is knitting in fear. She represents all the immigrants who had to live in fear of persecution because of their culture, race, and religion. The largest man in the middle of the cartoon is Palmer and he is holding a bunch of immigrants on a rope upside down while his foot is pushing a boat full of immigrants not allowing them to come to America.
There are also airplanes, factories, and all buildings, maybe skyscrapers that are in the background. This shows the technological advances that were happening in America at this time.
